    This is not a “final passage”.

    The house and senate have passed different versions of the bill that must be reconciled before this can become law.

    Well, it’s final passage from the Senate after all the preliminary Senate votes.

    Also to clarify further, Barack Obama didn’t really say “Man, it is so cool when they chant my name and start to weep and stuff.”
