Brown, Esbensen and Geis’ Criminology 7th Edition expresses problems with the Uniform Crime Reports dryly:

“The UCR also can be a tool for political manipulation. Police administrators sometimes rely upon these data to justify requests for additional money for personnel, equipment, and training. At other times, the Crime Index can be manipulated by a department to indicate exemplary performance (i.e., reducing crime rates or increasing clearance rates).”

Read the Village Voice, the New York Times, the New York Daily News, and the New York Times again to read the related truth more colorfully: multiple points of evidence indicate that the New York City Police Department is victimizing people — including its own officers — in order to produce the crime statistics that will make it look good.
