Remember when it was against the law to charge over 10% and that was heavily looked down upon? Only loan sharks actually charged 10%. 36% is theft from the desperate and ignorant. These past 50-60 years, money has become the lover of credit card companies. Then they justify themselves by saying the loans are not repaid, too many bankruptcies. Those bankruptcies bless those involved by preventing them from being caught up in the schemes of the super greedy for a period of time. The problem with this bill is that the government is just as greedy, and they are paying a service debt on loans, without interest, that nearly exceeds their ability to make and pay their mandatory monthly bills.

This bill has 19 co sponsors, all signatories on the date it was introduced 3/24/15. At this time it has been passed to the House Committee on Financial Services. A related bill, S. 838 was referred to the committee on Banking, Housing, and Urban Affairs, two days earlier, 3/22/15. Both bills are still awaiting decision.
