“ON Feb. 15, 1937, Eugenia Ginzburg – a teacher, a writer for the newspaper Red Tartary, a loyal Communist and the wife of a Kazan Party Secretary – was arrested by the N.K.V.D., as Stalin’s secret police was then called…. on the eve of World War II, she arrived at the Kolyma gold fields of Eastern Siberia, the most desolate and forbidding of Stalin’s camps. She had been sentenced to a nominal 10-year term as a ‘enemy of the people,’ a member of a nonexistent Trotskyite conspiracy.”

Ukrainian Canadian Research & Documentation Centre:
“‘Enemy of the People’ was a term summarily applied to any opponent, real or imagined, of the Soviet regime. The very vagueness of the term made it suitable for political infighting and intrigues because it could be widely applied. An ‘enemy of the people’ was simply anyone so designated by the Soviet authorities. Most of those designated enemies of the people were sentenced under Article 58 of the Soviet criminal code.”

“Accounts ‘gloss over the genocidal character of the Soviet regime in the 1930s, which killed systematically rather than episodically,’ said Naimark. In the process of collectivization, for example, 30,000 kulaks were killed directly, mostly shot on the spot. About 2 million were forcibly deported to the Far North and Siberia. They were called ‘enemies of the people,’ as well as swine, dogs, cockroaches, scum, vermin, filth, garbage, half animals, apes.”

“‘Enemies within’ or ‘enemies of the people’ were regularly conjured up by both hard-pressed communist regimes and their most vehement or geographically sensitive opponents in the ‘free world’ camp as justification for the extirpation of ethnic or other elements in the population perceived to stand as obstacles to their monodirectional paths to progress.”
