IRREGULAR TIMESRepublican Party Platform Plank #105: All Black People Use Drugs

What exactly are these "core values" the Republican Party keeps talking about? Perhaps the best way to tell is to watch what Republican politicians do. The core contention of Irregular Times' section, "The Real GOP", is that Republican Party operatives routinely engage in policy actions that most Americans regardless of party affiliation would consider bizarre in their extremism. The core values of the Republican Party in action don't match the core values of everyday Republicans, not to mention the American public in general.

Absolutely none of the 228 Republicans in the U.S. House of Representatives happens to be Black. If this isn't enough of a hint for you about the racial politics of the Republican Party, consider the following:

On April 9, 2003, House Republican Barbara Cubin made the following comment on the floor of the House (she says her quote's been taken out of context, so we're including the whole quote to burst that bubble):

"Mrs. CUBIN. Mr. Chairman, I rise today in opposition to this amendment and all of the other amendments which have been offered today on this bill, and I encourage Members to vote against the amendments and for the bill. I am the mother of two sons. One time when they were young, little boys, the boys and I were alone at night and we had a burglar break into our house. The fear that caused me to find out that someone had been in my house, rifling through my house, really made me take a look at self-defense and my right to own and bear arms. I became a big advocate of that at that time. I appreciate all of the scenarios the other side is throwing out about why we need this amendment, because I agree, there are too many deaths due to gunshot wounds in this country. Too many children are dying because they are getting ahold of weapons that were legally owned, but were not taken care of correctly and were not separated from the ammunition. That is happening, and that is a problem. But these folks have entirely the wrong answer. We need a common-sense, balanced answer to treating problems like this, and it does not involve taking away our second amendment, our right to own and defend ourselves. We not only deserve to be defended from terrorists home and abroad, but we also deserve to be able to buy guns to defend ourselves in our own home. My sons are 25 and 30. They are blond-haired and blue-eyed. One amendment today said we could not sell guns to anybody under drug treatment. So does that mean if you go into a black community, you cannot sell a gun to any black person, or does that mean because my----

Mr. WATT. Mr. Chairman, I demand that the words of the gentlewoman from Wyoming (Mrs. Cubin) be taken down."

When "Mr. Watt" (Representative Melvin Watt) called for the words of Barbara Cubin to be "taken down", he was invoking a clause in the Rules of the House that calls for offensive speech to be avoided in House debate. When members of the House speak in an offensive manner, another member may call for their words to be stricken from the Congressional Record -- that is, to be "taken down."

What did Rep. Watt find offensive? The notion that no Black person living in a Black community could buy a gun, if being under drug treatment made one ineligible to buy a gun. As the Washington Post points out, to argue "that the amendment would have kept dealers from selling guns in the black community is true only if you subscribe to a worldview in which "African American" equals "presumptive drug user.""

What happened next? Republican Representative Barbara Cubin might have, when the presiding officer read her words back to her and offered her an opportunity to voluntarily withdraw her words, done so and apologized for saying something so brazenly stupid. Instead, she responded immediately and in a twofold manner. First, she said: "I would like to apologize to my colleague for his sensitivities." This is not an apology for the content of what Cubin said, but rather an apology for hurting someone's feelings. Second, in a move to clarify her stance, she retorted to the presiding officer: "No, I will not withdraw the words."

Procedure quickly did what procedure is designed to do -- proceed. Within minutes, all present members of the House of Representatives were asked to vote on whether the words merited removal from the Congressional record. Since the criterion for removal from the Congressional Record is offensiveness, the vote is a measure of whether a member of Congress considers Cubin's claim (that all Black people use drugs).

Barbara Cubin thinks all Black people use Drugs. Not one Republican colleague finds a problem with thatAs this graph of the House vote shows, while the vast majority of Democrats reasonably found Cubin's wildly inaccurate claim to be offensive, not one Republican Party politician found the claim to be offensive. Not one. All found the claim to be acceptable.

As of the time of this writing, not one Republican Party leader has criticized Cubin's remark -- not a single Republican member of the House, not a single Republican Senator, not Republican President George W. Bush. Bush's Press Secretary, Ari Fleischer, said Bush has heard about Cubin's remark, but declined to offer any comment.

Is this what you stand for? Can a decent society afford to keep these sorts of people in power?

If your answer is "no" and you are a Republican party member, then it may be time for you to leave a party that has clearly left you.

If your answer is "no" and you are not a Republican, consider volunteering your time and efforts to keep the Republican Party agenda from ever being implemented. While we still have a political system of representative democracy, the best way to do that is to donate your time, money and vote to the cause of stemming the Republican tide.

In the meantime, let's say exactly what needs to be said, out loud, as many times as there are Republicans who have said it:
