I tripped into the web site for the Office of the National Counterintelligence Executive, working within the Office of the Director of National Intelligence, this morning. It appears that it’s part of the Director of National Intelligence’s job to execute plans that are counterintelligent.

Upon viewing the site, one counterintelligent thing stood out to me right away: The Counterintelligence Executive has posted the National Counterintelligence Strategy of the United States of America online, right there smack in the middle of the front page. If you’re the Counterintelligence Executive, and what you’re really worried about is foreign agents finding out what the American government is up to, then it seems to me that the first thing you need to do is to not tell the foreign agents what you’re up to.

Still, there the National Counterintelligence Strategy is, available for easy download, which leads me to believe that the Counterintelligence Executive is in fact not really worried about foreign agents finding out what the American government is up to. All indications are that the Counterintelligence Executive, and the rest of the Office of the Director of National Intelligence is actually more concerned with finding out what ordinary Americans are up to.

It was the Director of National Intelligence, after all, who came up with the idea for the National Applications Office. The National Applications Office coordinates information gathered by satellites, including military satellites that are now spying on the private activities of Americans within the borders of the USA. The NAO sorts through those images and other data, taken without any search warrant, and then distributes it to national, state and local law enforcement agencies, who do with it… who knows what?

The Director of National Intelligence also has his hand in the National Security Agency’s gigantic electronic surveillance operations, which are practically identical with the Total Information Awareness spying program that Congress closed down years ago. You see the logo for that office over to the right…

And below you can see the image chosen by the Office of the National Counterintelligence Executive for the header of its web site. It’s as if the spymasters wanted to send out a signal that Total Information Awareness is fully armed and operational.
