Earmark Cryptogram

Republican Ted Poe, Representative of the 2nd congressional district in Texas, pushed for over 40 million dollars in earmarks for extra spending last year.

With that in mind, try to decode what Ted Poe had to say when he rose to the floor of the U.S. House of Representatives this week. What you see below is a cryptogram of a statement Poe made during his speech. Each letter actually stands for another letter.     Is there a typo as h => b for “borrowing” but then the h => h for “think they”. Hence the tbink tbey. Or horrowing.
