How Do You Know That Extraterrestrial Eugenics Isn’t Motivating Congress?

A person writing under the pseudonym Preston James claims that a wide variety of disturbing social phenomena, including pedophilia, war, passage of the Patriot Act, and fluoride in the water, can be explained by a secret plan to interbreed humans with aliens from outer space. You know how the Occupy Movement complains about The One Percent, the top elites who enjoy great wealth at the expense of everybody else? Well, Preston James says that these elites have been promised that they will become the nearly immortal rulers of a radically depopulated planet after the extraterrestrials have invaded.

They are extraordinary, but can the claims of Preston James be proven wrong? What kind of information would you need to debunk his assertions?
