Last year, a resolution declaring September 2012 to be “National Preparedness Month” for fighting the War on Terror wasn’t introduced until halfway through September. It didn’t pass the Senate until September 22. In 2010, a resolution declaring National Preparedness Month wasn’t introduced until September 15.
